I cannot find anything mentioned about over stabilizing in the post. I think you mean over spinning vs over stabilizing because they mean two different things. As soon as the jackets remain intact excessive angular momentum will not hurt accuracy but at some point will not help it any further neither and will only translate into unnecessary loss in energy and speed. That can be marginal yet measurable but also it might be justifiable. IE: subsonic double duty barrels like AAC blackout.
